Civ Rev 2 help needed

I'm trying and failing to get a grip with Civ Rev 2, having just got it in the sale. What I really don't get is the significance of the number of turns left, in the bottom right corner of the screen.



What is that all about? Is it connected to the number of warriors?



It looks like a great game, but it may as well be in Chinese at the moment,
